The authors propose an international agreement that replaces a secretive race with transparent research and coordinated development. Multiple countries and companies catch up while scaling is deliberately constrained.
The scenario places a US–China agreement in 2029 and automation of AI research in 2030. Shared research and verification support coordinated limits.
Systems reach top-human-expert capability, pause in 2035, then scale to superintelligence in 2040. The proposal includes mutually assured compute destruction as an enforcement mechanism.
